精明强干的典故
清朝时期，捻军起义，百姓因不堪忍受清政府的重压和盘剥，纷纷响应，清政府调集僧格林沁、袁甲三、毛昶熙等率军镇压。毛昶熙认为捻军起义是官逼民反，官员只顾搜刮民脂民膏，百姓苦不堪言，应该选拔一些精明强干、爱民如子的官员。
