西汉人严安为劝谏汉武帝不要穷兵黩武，北犯匈奴，陈述了秦王朝兴亡的教训，他说：“秦王蚕室天下，并吞六国称皇帝，统治全国，取消诸侯，消灭他们的兵力，使国内百姓避免战乱，可以自力更生，这是百姓所渴望得到的。”
