清江苏吴县人，原名恕，字元龙，一字砚溪。康熙三十年进士。任密云县知县。适大军北讨噶尔丹，军需紧迫，书生艰于应付，忧急而死。少从父惠有声(明岁贡生)治经学，又受业于徐枋、汪琬，工诗文，后乃专心治经。其子士奇、孙栋均以经学著名。周惕遂为惠氏经学之祖。有《易传》、《春秋问》、《三礼问》、《诗说》、《砚溪先生遗稿》。
