（1007—1091）应天宋城人，字安道，号乐全居士。仁宗景祐元年举茂才异等科，复中贤良方正科。历知昆山县，通判睦州。西夏入犯，上平戎十策。历知谏院，论建甚多，主与西夏讲和。累进翰林学士，拜御史中丞，改三司使。出知数州府。英宗治平中召拜翰林学士承旨。神宗即位，拜参知政事，反对任用王安石，极论新法之害。以太子少师致仕。既告老，而论事益切，于用兵、起狱尤反复言之。卒谥文定。有《乐全集》。
