陈霆（约1477年－1550年），字声伯，号水南，浙江德清县人。明朝官员，学者。弘治十五年（1502年）中进士，官刑科给事中。为人耿直。正德元年（1506年），因上书弹劾张瑜，被其同党刘瑾陷害入狱。刘瑾被诛后，复官刑部主事，次年出任山西提学佥事。不久辞官回乡，隐居著述。著有《仙潭志》、《两山墨谈》、《水南稿》、《清山堂诗话》、《清山堂词话》等。
